MARKING GUIDELINES

本評卷參考乃香港考試及評核局專為今年本科考試而編寫，供閱卷員參考之用。本評卷參考之使用，均受制於閱卷員有關之委任條款及閱卷員指引。特別是：

• 本局擁有並保留本評卷參考的所有財產權利(包括知識產權)。在未獲本局之書面批准下，閱卷員均不得複製、發表、透露、提供、使用或經營本評卷參考之全部或其部分。在遵守上述條款之情况下，本局有限地容許閱卷員在應屆香港中學文憑考試的考試成績公布後，將本評卷參考提供给任教本科的教师参阅。

• 在任何情况下，均不容許本評卷參考之全部或其部分落入學生手中。本局邀请各阅卷员/教师通力合作，坚守上述原则。

This set of marking guidelines has been prepared by the Hong Kong Examinations and Assessment Authority for the reference of markers. The use of the marking guidelines is subject to the relevant appointment terms and Instructions to Markers. In particular:

• The Authority retains all proprietary rights (including intellectual property rights) in this set of marking guidelines. This set of marking guidelines, whether in whole or in part, must not be copied, published, disclosed, made available, used or dealt in without the prior written approval of the Authority. Subject to compliance with the foregoing, a limited permission is granted to markers to share this set of marking guidelines with teachers who are teaching the same subject after the release of the examination results of the current HKDSE examination.

• Under no circumstances should students be given access to this set of marking guidelines or any part of it. The Authority is counting on the co-operation of markers/teachers in this regard.

Two difficulties

• The tasks or missions under the UNV involve a wide range of issues.
• According to the Source A, it may include disaster relieve, gender equality, promoting human rights as well as helping those refugees.
• Those issues might be strange to Hong Kong volunteers.
• Because Hong Kong is from High HDI region. The socio-economic condition is relatively stable compared with those developing nations.
• Volunteers may find it difficult to handle those issues.
• For youths and university students from Hong Kong, they might not have the experience in dealing with those issues.

• Conclusion: They do not have the knowledge or skills to handle such issues.

• Inappropriate attitude of Hong Kong volunteers

• Difficult to maintain a good relationship with people in needs / other volunteers
• Source B: attitude of superiority -> offend people
• Hong Kong volunteers would have difficulties in understanding the needs of the people they are helping
• Since they do not understand the genuine needs of the people they are helping, their work might be considered as inappropriate or may even become a burden on communities -> they fail to consider the sustainability of the project.

(二) 試題答题薄在本試卷內。把答案寫在試題答题薄中預留的空位內。寫於本試卷內的答案將不予評閱。

(三) 不可在各頁邊界以外位置書寫。寫於邊界以外的答案，將不予評閱。

(四) 宣布開考後，考生須首先在試題答题薄第1頁之適當位置填寫考生編號，並在第1、3及5頁之適當位置貼上電腦條碼。

(五) 如有需要，可要求派發補充答题紙。每一張紙均須填寫考生編號、填寫試題編號方格、貼上電腦條碼，並用繩綁於簿內。

(六) 試場主任宣布停筆後，考生不會獲得額外時間貼上電腦條碼及填畫試題編號方格。

(七) 本科著重考核考生能否清晰、簡潔及合乎邏輯地闡述和支持其觀點，而非背诵資料的能力。
